To call a Dominican Republic telephone number from United States is the same as calling any US number. There is no International code. The area code for Dominican Republic is  809, 829 and 849. So when You call dial
1 + 809 (or 829 or 849) + the 7 digit number.
It is the same when calling to USA from Dominican Republic. Just dial as you would if you were in USA.

Police, Fire, Civil Defence, Emergencies 911 can be used throughout the country (it works most of the time).

A private nationwide ambulance service, ProMed, operates in Santo Domingo, Santiago, Puerto Plata and La Romana; Telephone number is 809-412-5555. ProMed expects full payment at the time of transport.

Any complaints arising from a casino should be directed to the Office of Casinos at the Secretary of Finance. To register a complaint with this office, call 809-687-5131, ext. 2120.

The Consular Section of the U.S. Embassy is located at the corner of Calle César Nicolás Penson and Avenida Máximo Gómez. The American Citizens Services (ACS) Unit can be reached by telephone at 809-731-4294, or via email at acssantodom@state.gov. ACS Unit office hours are 7:30 a.m. to 4:30 p.m., Monday through Thursday, Friday 7:30 a.m. to 12:15 p.m., except on U.S. and Dominican holidays. The Chancery of the U.S. Embassy is located a quarter-mile away from the Consular Section, at the corner of Calle César Nicolás Penson and Calle Leopoldo Navarro. The telephone number is 809-221-2171.
There is a Consular Agency in the north coast city of Puerto Plata at Calle Villanueva esq. Avenida John F. Kennedy, Edificio Abraxa Libraria, 2nd floor, telephone 809-586-4204, 809-586-8017, 809-586-8023; office hours are 9:00 a.m. to 12:00 p.m., and 2:30 p.m. to 5:00 p.m., Monday through Friday, except holidays.

Nobel Calling Cards
I have found to be one of the best and easiest to use calling cards to call Dominican Republic. They have many different options to chose from, including a card that charges by the second (this is the one I use personally). This way you get charged for exactly what you talk. There are no connection fees or monthly charger either. I have been very happy with their service and prices. Just order on line. Sometimes you have to call and verify that it was you that ordered the card for your security. They send all the information to your email. Within minutes you can be making a call using your new calling card. The prices and service are great. The card can be used to call anywhere, not only Dominican Republic. You can buy a card where you need to dial a pin number or you can get a pin free card. I highly recommend Nobel cards.
* These cards are not good if you plan on using them in Dominican Republic as we do not have access to free 800 numbers. They are good to call to DR from USA.

Telephone Companies
We have 4 major telephone companies in the country. The telephone/ Communications in Dominican Republic are fairly reliable. There is basic home telephone service, internet and cell phone services. Many of the out laying areas do not have land lines and cell phone service is sporadic. In the cities there is usually no problem with service. Home telephone service can be expensive. There are different services from paying for each call to having unlimited local calling. This is why most people have cell phones and most of these are the pre paid kind. Here one must remember: when calling a cell phone from a home phone there is a charge on the home phone to make this call. this is why many pay phones will not let you call a cell phone. When calling a cell phone from a land line you must dial 1 before the number.
